need help! mesa 7i95 connection problem

I can't connect to my mesa 7i95 card and I've tried everything I could find. Can you all help to see what is wrong?
1. my PC is dell OptiPlex 5050 sff,bios update to the latest version.
2. OS is the latest version (debian) downloaded from linuxcnc,I just upgraded linuxcnc to version 2.10.
3. Power supply is 5V 1A.
4. Figure 1 and Figure 2 you can see the power supply before and after the power is turned on.
5. Figure 3 shows the status of the led indicator.
6. Figure 4 shows Jumpers W16 down and W17 up
7. Figure 5 shows the led status of the Ethernet interface of the mesa card after power on, and Figure 6 shows the Ethernet led status of the PC, they are both off, I think they are not powered on.
8. Figure 7 and Figure 8 show the network configuration of my connected mesa card.
9. Figure 9 shows me ping the mesa card, I can't connect to my mesa card 

I am a newbie, can you tell me what the problem is?

When the LAN cable is connected to the computer, there should be lights on the LAN socket. Check the cable and LAN of the computer

I can access the Internet  with this LAN cable,It should not be the problem of LAN cable or PC network card.

I'm just looking at the second picture. - cable plugged in and no light. But I'm a beginner too. :)

I suspect that the mesa card's Ethernet interface is not powered up, so I took this photo. I don't know if it's a problem with the mesa card, it's a new card and I just tested it.

Edit the "wired connection", and delete the "linuxcnc" connection.
Creating a new connection will most probably not work.

Why are there multiple duplicates of the connection icon at the top right? Is it a bug?

No carrier means there is no connection at all.
Use another cable.

This is just a stab in the dark, but do you have anything that uses POE there, and did you connect the Mesa board to such a connection?
