Sounds like at some point someone has loaded
the wrong firmware in the 7I95...

NM tray issue

No carrier means there is no connection at all.
Use another cable.

This is just a stab in the dark, but do you have anything that uses POE there, and did you connect the Mesa board to such a connection?

I've tried 4 cables, including cat 6, and none of them work

This card is new and I'm running it for the first time on power. I don't know what went wrong.

I have tried to connect the mesa card with another computer (ubuntu) and the led on the network interface is not lit. So is there something wrong with the mesa card?
I don't have a POE device and I don't think it's a network power shortage problem.

The fact the the green LEDs never blink at startup,
and the fact that the RED LEDs are off after startup
indicates that the card has incorrect firmware installed.

No Red LEDs after startup means the firmware is for a XC6SLX9 FPGA
(Valid CRC and ID match) but no green LEDs means the currently loaded
firmware is not for a 7I95 card.

Edit: There is one other possible failure mode that could cause this issue:
A failed 50 MHz oscillator module would result in similar symptoms.

Can this problem be solved? Can I fix it by brushing the correct firmware? I don't want to send it back for repair, the repair cycle is too long because I am far away from China.

I have a multimeter, can I initially determine if there is a problem with the mesa card hardware?
How do I go about measuring it?
