Linuxcnc does have a built in soft PLC program. (ClassicLadder)
If the machine has a hard PLC separate from it old controller, It may be possible to interface it with Linuxcnc.
Linuxcnc is complex, but that complexity is what makes it possible for it to be used on machines that are very complex or unusual. Where other simpler controls (like Mach3) you would have to give up some of the machines original functionality or safety features.

I've just installed LinuxCNC on a virtual machine on my Macbook. It looks very promising !
The next step is to order some Mesa hardware en do some tests.
The Pin and Step wizards are very handy for a LinuxCNC dummy

Maybe you already know this, but VMs are great for experimenting with the software and simulations, but they can not be used for controlling real hardware with Linuxcnc.

If you are using Mesa hardware, I wouldn't bother with requiring a parallel port for your computer purchase (you won't be using it.)

I have done some retrofits on Biesse machines including two Biesse 346, the big mama's. Its not that difficult and a Rover 18 should be easy. Contact me if you want some help designing the retrofit. Id be glad to help.

The Biesse 18 is a great machine.
I've cleaned my Biesse 18 and it looks like nev.
All the hardware is in mint condition.
Only the Vacuum caps and the cupholders have some little damage, but that's not a problem.
In the mean time I was able to gather a lot of information about the machine, like the electrical drawings.
Product information about the spindle, the spindle driver, the servo's, the servo drivers, ...
