Well looks like it should work.
On the possibility of a broken/damaged 7I76E expansion port could you try
this alternate bitfile that puts the 7I77 on expansion connector P2:

I just did that, but it makes no difference, CR16 is still on.

So unless there's something else going on with field power connections it looks like the 7I77 has failed somehow so needs to be returned for evaluation, repair/replacement

I've ordered a second 7i76e which I should receive tomorrow. I'll test the 7i77 with the new 7i76e, to be sure.
Is it possible to send the card back to you directly or do I need to send it to the reseller?

Best is to request an RMA# from Mesa and send to Mesa when you get the RMA#
