Could there be a problem with my 7i96 its self? ive verified it has 5v exactly, all the indicator lights are as they are supposed to be according to the manual.

unless "ip--a" reports a static address of 10.10.10.100 for enp3s0
its entirely a host static IP address setup issue

After doing
sudo ifdown -a
sudo ifup -a
ip a
i get
2: enp3s0: <BROADCAST,MULTICAST,UP,LOWER_UP> mtu 1500 qdisc pfifo_fast state UP group default qlen 1000
link/ether f0:4d:a2:fe:86:3e brd ff:ff:ff:ff:ff:ff
inet 10.10.10.100/24 brd 10.10.10.255 scope global enp3s0
valid_lft forever preferred_lft forever
inet6 fe80::f24d:a2ff:fefe:863e/64 scope link
valid_lft forever preferred_lft forever
now my error when opening the machine changes to resource temporarily unavailable and then ip a returns the old ip
I don't know what else to do i've been working on this for close to 20 straight hours, i am self employed and this machine is the heart of my business.

OK setting the host IP is the first necessary step, that now seems to be OK
I would reboot the computer and see if the host IP address is still 10.10.10.100
If you have set the host IP address to 10.10.10.10 with some other utility
you should remove that connection

So if you run now while it is not working:
sudo ifdown -a
sudo ifup -a
does ip -a show the correct ip?

Does your /etc/network/interfaces still have the edits you did?

yes it still has the edits, the only way they will show in the ip a is when i do
sudo ifdown -a
sudo ifup -a
immediately before.
in order to try and connect to the mesa card i have to click the Wicd network manager in the top right corner, click wired network, add and enter the ip address of the card. it gives me no options to set the host ip that i can find.
i was able to restart the computer and the ip stayed until i clicked connect to the wired network

As I mentioned, please delete the WICD connection
You should not have to click anything (and if WICD has the
IP address set to 10.10.10.10 you are simple breaking the configuration
every time you click)

should i just restart with a new install of linuc cnc?
on the downloads page of linucx cnc i see:
LinuxCNC 2.8.0 Debian 10 Buster PREEMPT-RT ISO
LinuxCNC 2.8.0 Debian 7 Wheezy RTAI
LinuxCNC 2.8.0 Debian 10 Buster RTAI
is there one of these that would be best/ least problems. i dont need experimental features or anything just something stable that will run my plasma

i deleted it, made sure the ip address was correct in ip a and it will not connect, it shows no wired connections in Wicd
