OK are you sure the 7I96 is set for 10.10.10.10 (W5 down W6 up)
and that you have power cycled the 7I96 after changing the jumpers?

Yes i have w5 down w6 up, i have had it off and on many times.
after trying to ping 10.10.10.10 i tried ip a again and now it shows

That's odd even if the Ethernet is unconnected, my host static
IP address stays

Maybe that's related to the fact that you have IPV6 enabled
you might try turning IPV6 off

There are a number of ways to do this, perhaps the simplest is via grub by adding
ipv6.disable=1 to the kernel command line

Is it possible someone changed the default EEPROM IP address on the 7I96?
(the 10.10.10.10 is changeable via mesaflash)

One way to check this is to set the 7I96 back to 192.168.1.121, change the
host address to 192.168.1.100 and ping the card to see if it works.
If so you can read/set the cards EEPROM IP address with mesaflash

i have tried it with both the 192.168.1.121 and the 10.10.10.10. I am the only person who has ever used this so i dont know how it could have been changed. it worked fine on my previous computer. i turned off ivp 6 i think but the freaking ip address still changes, after running ifup -a ifdown-a it sows the correct number but if i do anything at all even just ping any ip or try to open my machine it reverts to this

What happens if you setup a static IP address of 10.10.10.100 in wicd?
I still get the impression the wicd is messing with things

Replacing wicd with netmanager might also help (since netmanager
respects interfaces file settings)

When i do that it shows in the ip a command as 10.10.10.100/8 but when i try to open my machine it says network unreachable

If you get "network unreachable" and" ip a" shows that the static
address is right and the link is "UP" this means is still a network configuration error on the host. Not sure what.

At this point I would probably remove wicd and install netmanager
