OK progress, for the first time we have PWM values:

23 float OUT -1.389925 joint.0.motor-pos-cmd ==> joint-0-pos-cmd
23 float IN -1.406225 joint.0.motor-pos-fb <== joint-0-pos-fb

So

30 float IN 0.0163 hm2_7i97.0.pwmgen.00.value <== joint.0.output

(.0163 is the difference between -1.389925 and -1.406225 )

I would try bumping the PID values up to 10 and see if you can
get greater PWM values.

If you get significant PWM values and no motion, I would look a wiring next.

So i set the P to 20 and still no output when i try to jog, Is there a way I can see what the output voltage going to the drives is?

Any voltmeter should do.

I checked all the wiring(factory made from Anilam) the encoder are counting correctly. I checked the voltage going to the drive with my Fluke 289 and i get -10mv constant. When I hit the job button it goes from 10 to 11 to 12 and then faults out on following error. The servos just keep drifting. I have hooked up my power supply and varied the voltage to the drive and they respond accordingly. Is it possible my Mesa card is faulty?

I might be wrong, but i have a feeling you did no go through the post me and PCW linked to.
The motors should ABSOLUTELY be under LinuxCNC control, so when a fault occurs, NOTHING should move.

That correct, when LCNC faults the enable is removed and the drives are disabled. The servo drift stops.

This card is not putting out any voltage to correct the position commanded vs position actual.. i think i might have a bad one

Remove the analog out connectors before doing this:
Use the "show hal configuration" from "machine" menu to set values for analog outputs and measure the voltage.
If that turns out OK and there is variable voltage on analog outputs, make sure the analog wiring from Mesa to drives is correct, analog out from Mesa should not be wired to drive analog GND. Some drives have strange markings for those, like A+ and A- or A10 or ana or.... setpoint or sollwert or...

Yes, by all means means, measure the voltage with no external connections to the analog outputs
its actually difficult to get a near 0 output voltage on a 7I97/7I97T if it has a fault.
