It can, but it (or should i say: they) do not ship it. I am in Kosovo, it is bloody Europe, but we are left out of everything, and none of that is Europe's fault, it is solely my governments fault! We have plenty of Trumps running our country, so i know how it feels for most of Americans.

They in this case is the sellers from other countries, no Kosovo listed on their websites, amazon will display in bold red that the item will not ship to Kosovo, ebay has sellers that do and that do not ship here, some of the ebay ones that did ship here when i reorder they do not ship any more. It is a land field out there !
Freight carriers do not care as long as they get paid, and customs will cause trouble only on our side.
Maybe this helps better understand the issue, the only source of income for this country is the customs so they are relentless and extremely unpleasant to deal with and will do everything to rip people off, the small fishes, the big ones they can not touch as they all have ties to the government. I would say it is corruption, but 80% or European countries are even more corrupt, save for the Vikings and the Dutch/Germans.
I do not care much anyway, i have found ways of dealing with it, so i order stuff costing under 25 Euro on my name and get them delivered to my door, and order more expensive stuff through friends who import a lot of stuff at once, that way i pay the normal 10% customs and 19% tax plus shipping. The only bad part is that i can consistently order stuff only from Turkey, i do not like ordering stuff from there. From other countries it is a hit-and-miss game, but it works, so i am ok with it.

Trump is a prime example of a joke gone to far.
I blame John Oliver and the Simpsons for that !
