WIndows NTFS partitions might know how to handle symlinks but FAT and FAT32 partitions (eg USB thumb drives) do not.
The last time I moved to a new fresh installation, I used gparted to format a thumb drive to EXT4 and copied file via it. That also solved the problem.
So by untarring your archive that started life on an EXT4 partition back onto an EXT4 partition your symlinks were preserved.
