After running pinirq
I get

Set device enp9s0 IRQ 50 CPU mask to 00002048I get

After trying pinirq and rebooting the PCI NIC failed to obtain an IP address for three reboots so something random is going on.
My thought now is to copy everything to another drive and reinstall Debian 12.

Not related to your communication issue but do you have
isolcpus=11 in you kernel command line?
(pinning the IRQ to the last CPU wont help much if its not isolated)

yes currently I have quiet isolcpus=11 idle=poll
