After running pinirq
john@cave:~/bin$ sudo ./pinirq enp9s0
[sudo] password for john:
Cores: 12
Old CPU Mask: 00000fff
Set device enp9s0 IRQ 50 CPU mask to 00002048

I get
john@cave:~$ sudo chrt 99 ping -i .001 -c 60000 -q 10.10.10.10
PING 10.10.10.10 (10.10.10.10) 56(84) bytes of data.

--- 10.10.10.10 ping statistics ---
60000 packets transmitted, 60000 received, 0% packet loss, time 60085ms

After trying pinirq and rebooting the PCI NIC failed to obtain an IP address for three reboots so something random is going on.

My thought now is to copy everything to another drive and reinstall Debian 12.

Not related to your communication issue but do you have
isolcpus=11 in you kernel command line?

(pinning the IRQ to the last CPU wont help much if its not isolated)

Still pretty terrible, not sure why...
