That's a strange error considering the READHMID listing has

"FPGA Size: 25 KGates"

I might expect the all GPIO image that the READHMID command shows
if you somehow wrote a corrupted image so you would get the fallback
(which has GPIO only)

Do you have any red or yellow lights on on the 5I24 card?

When I turn on pc it blinks and turn off

No, i m using mesaflash version distributed with lcnc 2.7
