i attached files tommy,
Drivers KL5046 light up, but no motors do not lock up like they would when system is powered on. i have the DIP setting to 1,2,3,4,5,6 are off and pin 7,8 on to give me 1600 stepper settings

As far as i can tell from that very bad picture, your network is not set up properly, it looks as it is set for Local connection, not manual settings. Change that.
And if you have Enable connected on the drives, disconnect only one of the wires from them and test, after you set up the network.

Apologies for the bad picture, i uploaded it from my mobile device.
How would I go about changing the local connections ?
as for the drivers i have the enable connections off. no wires go to them. and it was not a problem using the proma cnc system works. link below

ya i have done all that.
i ping the card
i do a mesaflash -- device 7i96 --addr 10.10.10.10 --readhmid
and i get a pin out.
I have tested my power supplies and LED light up on the MESA 7i96 Board.
man this is just getting frustrating...
I'm going to do a fresh install of Debian 9 on my mini pc, here the website of what i have.
