As the 5i25 can support many boards what is the correct firmware.
Anyways here are files, just download them put them on a USB drive and copy them to your home folder.
cnc.beaglebrainz.net/PMCD/5i25_7i77x2.bit
cnc.beaglebrainz.net/PMCD/5i25_7i77x2.pin

when I clicked on the file and tried to extract it, nothing happened and I was unable to copy and paste.
BB
when I "extract here" on the zip file in the USB folder I was able to select the 5i15-7i77x2.bit file and copy and paste to the home folder.
I tried the file you attach as well, neither worked. (the same file)

Ok those files that I posted and upload to my webserver were extracted form the same 5i25.zip file that you have.
So when you used mesa flash to write the file, then used the --reload command afterwards the --readhmid gave you the same result ?

Try
The 5i25 part in the file name in your screen shot appears to be wrong.
mesaflash --device 5i25 --write 5i25_7i77x2.bit

WOOHOO WOOHOO
OK now if you wanna run the --readhmid command, like we did before, remember to redirect to a text we'll go from there.
I had issues with firmware yesterday as well...must have been the day for it.
