Bad numbers, to improve
Some good info here...
wiki.linuxcnc.org/emcinfo.pl?TroubleShooting
Are you using 10.04 or 8.04?
With an older machine you may want to try 8.04
Burn the 8.04 disc, boot from it and run the latency test

I am using 10.04 its an old machine but its got mostly new hardware in it, the only old stuff is a gateway mobo and the 3ghz Pentium 4. New hardware: 4gig Corsair DDR 400 ram, video card: Nvidia GeForce GT 520 , hard drive: WD caviar blue sata 6 7200 rpm

If anything old is the problem it could be the design of the mobo.
You also need to look at the video section for problems.
Look at video driver problems.
8.04 seems to work better on some of the older systems, 8.04 is all I run.
Everyone is new to Linux when they start.
I really would burn a 8.04 disc, boot from it and run the latency test from there, you do not have to change your system or load 8.04 to try.
Let the latency test run for a long time and tell us what your results were.

Latency Test with 8.04:
___________Max interval Max Jitter
Servo thread 1028033 31528
Base thread 62173 37868
This is run off of the CD and the graphics card is not supported without a driver update (windows get all fragmented if you move them fast

Are the numbers high right from the start, or do they spike up every say 60-90 seconds?
In this case look at the SMI fix.
Do they go high when you drag windows around?
In this case look at the video driver fix.

the max jitter sit at 18,000-20,000 until I launched Firefox then it shot up to 40,000, but it I reset the test after launching it just sits at 19,000 ish until I move windows around then it spikes up a little + 500-1500 depending on how fast I move the window

I am starting to just give up on this old Gateway machine, I installed 8.04 on the drive today and now it takes 15 mins or so to shut down.
When I am buying new hardware is a PCIe parallel port card a viable option to run the mill off of? or should i try to find a mother board with the parallel port already on it.
Any input on what i should look at getting would be great.

Do not worry about the shut down, it may hang on shut down but does not seem to be a problem.
Take a look here
wiki.linuxcnc.org/emcinfo.pl?Latency-Test
for some examples of computers that do and do not work.
The Atom D510M0 seems to be getting popular with good numbers
www.linuxcnc.org/component/option,com_ku...,10389/lang,english/
Have you tried changing video drivers on the gateway?
19,000 might be fast enough depending on your set up.
