Yes, that is the way it works. I don't know what the problem is but if you can answer all the previous questions then I can try to duplicate the issue.

One other thing to try:

After you home your machine could you set the jog increment to 5mm, select axis Z then do four "minus jogs" and measure that it does move down 20mm.

If I understand correctly, the task was to check the correct movement and display of coordinates. Yes, I did it before post this topic. I checked again - it works.
I checked so - set the dial indicator (1/100 mm) and took 4 steps by moving 0.5 mm. readings coincided +/- 0.02 mm.

The longer the travel distance the better. You have 200mm plus so you could probably move 100mm and eyeball it with a rule.
Could you answer all those other questions so I can try to simulate what you have.

What is Zmax Zmin Zhome Zhome-offset and what is the thickness of material.

MIN_LIMIT = -215
MAX_LIMIT = 2
HOME_OFFSET = -15
HOME = 0
plain steel 4 mm
Probe Height is 50.

How far above the slats is the torch when you start the probe test?

18 mm. (must go up - never) 70 mm (must go down to 50)

After you home your machine could you set the jog increment to 5mm, select axis Z then do four "minus jogs" and measure that it does move down 20mm.

19.96

May be something in inch/mm system conversion. As it was before at lathe system.
Can we use debug information for movement? How to get it?

I think you have imperial system by default. And you don't have errors. I have metric and errors. I will check something

Thanks for the numbers.
PlasmaC can do both metric and imperial. My machine is metric.
I will have a look in the morning, it is wine time now...

ohmic probe detected while moving to probe height.
Probe height is the height above the Z axis minimum limit.
20 float IN 2 ini.z.max_limit <== plasmac:axis-max-limit
20 float IN -215 ini.z.min_limit <== plasmac:axis-min-limit
17 float IN 50 plasmac.probe-start-height <== plasmac:probe-start-height
