Here is a bitfile for a 5I24-25 with a 7I52S and a 7I52

You should be able to get the pinout with

sudo mesaflash --device 5i24 --dbname1 7i52S --dbname2 7i52 --readhmid

Did you power up with W7 down, move W7 up (under power) and try
reprogramming the card?

Yes, and try to flash on another 5i24-25 same error appears
