Clcking the + button several times gives me:
You can try adding [DIiSPLAY] DEFAULT_SPINDLE_SPEED which will start the setting at that value rather than at 1rpm. (the config in the screenshot used 200, but I tried again without any entry at all and got 101, 201.. 10001 so your problem is not that.

So here is what I see now (still same problem)
[DISPLAY] DEFAULT_SPINDLE_SPEED 500
Scale 2000
M3 S1500
But only low fixed voltage out with no change at all.
Did update / upgrade to .11 = still same problem
