It probably needs to be recompiled / installed.

sudo halcompile --install GB_2Speed.comp

(or similar)

All signal from MPG is OK so there must be something not connected properly in HAL after script from 2.7 to 2.8

Not the actual source of the problem, but you are using 7i73 GPIO pins to drive a software encoder counter.
It would make a lot more sense to use the 7i73's built-in encoder counting system. You even have the encoder wired to the correct 7i73 pins (8 and 9 for enc0)

So what kind of remedy can we find to this? Was working flawlessly in 2.7.

Well, it will work but it is slightly wasteful of CPU and won't count accurately if you move the jogwheel fast.

What isn't working? If you poke around with halmeter does the encoder counts count? Do that count get sent to the axis and joint jog counts pins? Do you see the jog-enable pins operate properly?
