IF you open up halshow under the 7i76e tree, you should see encoder-00. encoder-01, encoder-02
If you only see encoder-00, you have not altered the firmware.

You could also only have 1 available encoder if you have a
"num_encoders=1" token in the driver command line in your
hal file

I went out and looked at the different sections and attached is a Zip file with different screen shots of the Hal show. The one that shows encoder 0 input A blinks red then yellow. It appears there are 2 encoder in the firmware.
One other thing I have a "E" stop switch hooked up as the other switches, but I cannot see and action in Hal Watch or the screen turning off the "E" stop light when pressed. It is wired as the other switches. It is listed in Hal under external inputs, but I don't see anything under Plasma inputs (like float-switch which works, or Arc Ok which works).

There are 3 encoders in the 7I76E and 7I96 plasma configurations (0,1,2)
How many are enabled in your hal file?

That looks right. Your hal file says use 2 encoders and we are seeing 2 encoders so you must have installed the correct bit file.
So the next thing is to observe the encoder.00.velocity and encoder.01.velocity in halshow.
First check that you have the divider link on the THCADs both set to 1/32
With no voltage connected, you should see the velocity hovering around 1/32 of the 0 volt frequency printed on the sticker on the THCAD itself (except it will be in Hz and the sticker is in kHz so it will be 1000 times larger than the sticker..
If you see this, you are good to go so time to move onto the next thing. If the velocity pins are not moving you have a wiring error on the THCAD between it and the 7i76e.
SO lets talk about estop when you confirm that.

Ok, on to estop. I went back and checked your last hal file you shered on this post

And your estop is not connected. YOu have estop mode 2 set in your ini file so you have it set to use a button.
QTplasmac offers several ways to set up your estop.and I struggled with this yesterday. Here is how I do it.
If i hit a physical estop button, I must reset it and then press the onscreen estop button to confirm that its done. Then I can power the machine on.
John gives a really good example on this thread so add the section he shows to your main file

Just substitute your 7i76e estop pin name for parport.0.pin-in10-not
